Speaker Seung Hyun Hwang earned B.A. in law and LLM from Seoul NationalUniversity. He was a career diplomat for almost thirty years including Director forthe International Legal Affairs Division of the Treaties Bureau , Director-General forTreaties Bureau, and Consul General of the Consulate General of the Republic ofKorea in Quingdao, China.

Professor Hwang is currently a professor at the Department of Asian and PacificStudies, Korean National Diplomatic Academy, specializing in East Asia issues.
